Reporting Line
The Maritime Assistant will be under the supervision of the Senior Maritime Advisor and will report to him/her. S/he will contribute to the efficient and effective running of the Department of Operations under the overall guidance of the Head of Operations. In his/her capacity as Maritime Assistant, he/she will provide assistance on all operational maritime issues, as necessary, to the Senior Maritime Adviser and Maritime and Coast Guard Advisers at EUCS Headquarters and its Field Offices. In his/her capacity as Translator, he/she will conduct translations and provide interpretation support to the international staff in the context of the implementation of the EUCAP mandate. The duties will be performed mainly in Mogadishu with a possibility of duty travel to other regions in Somalia, when the need arises.
Main Tasks and Responsibility
- To assist Senior Maritime Advisor in her/his daily work;
- To provide general secretarial and administrative support to the Operations Department and perform general office duties;
- To draft and distribute invitations for internal briefings and meetings;
- To take minutes at internal briefings and meetings;
- To support guest and event management at the Mission Headquarters (MHQ);
- To perform interpretation for the international staff at meetings and to translate documents (English to Somali and vice versa);
- To draft correspondence related to the unit’s activity and provide follow-up;
- To ensure timely delivery of correspondence related to the unit’s actions;
- To keep lists of names and contacts of Senior Maritime Advisor interlocutors;
- To prepare talking points for the Senior Maritime Advisor ahead of meetings with Somali interlocutors.

Essential Qualifications and Experience
- Completed secondary education;

LM010 Senior Security Assistant

The Senior Security Assistant will be under the direct supervision of the Senior Mission Security Officer SMSO or the appointed Mission Security Officer (MSO) and will report direct to him.
Main Tasks and Responsibilities:
- Assists the SMSO/MSO in the preparation and implementation of the Mission Security Plan;
- To advise the SMSO/MSO on Somalia specific security related matters that affect the Mission;
- To manage and supervise under the direction of the SMSO national staff members of the Mission Security Department;
- To provide comprehensive security introduction training to new national MM as required;
- Gather, report and advise on security related information as guided by SMSO/MSO, including any necessary translation of documents;
- Liaison with national authorities, service providers and relevant organisations as required;
- Effectively liaises and interacts with other departments within EUCAP Somalia and in other duty stations, as required;
- Close cooperation with SMSO/MSOs and Close Protection Officers (CPOs) in providing security coverage for Mission Members and official guests or visitors to EUCAP.
- Assists in security response actions, as tasked by the SMSO/MSO;
- Carries out and assists with security-related administrative tasks, including the maintenance of relevant administrative forms, databases and rosters;
- Assists in security response actions, as tasked by the SMSO/MSO;
- Assists in the implementation of security advisories and instructions as disseminated by the SMSO/MSO;
- Assists the SMSO/MSO in monitoring compliance with the Minimum Security Operational Standards (MSOS) for EUCAP;
- Performs and carries out other tasks and duties required or requested by the MSO;
- General driving duty’s as required, involving light and armored vehicle;
- Responsible for the routine maintenance of assigned vehicle on regular basis including daily service and maintenance checks
- Participates in the vehicle management which incorporates control of mileage, fuel, damage to vehicle, road accidents
- Ensure accuracy of log books for assigned vehicle
Essential Qualification and Experience:
- Successful completion of university studies of at least 3 years attested by a diploma;
- A professional qualification in security-related field or equivalent academic or professional military/police training;
- A minimum of 5 years of relevant professional experience and a proven track record in the same field of work
- A previous work experience with an international organisation would be an asset;
- Demonstrable basic knowledge of security systems;
- A valid Somali cat. “D” or EU cat. “C” driving license or equivalent is a requirement;
- Excellent level of spoken English and Somali is a requirement, with the ability to express ideas and concepts clearly;
- Good English and Somali writing skills is a requirement;
Desirable Qualifications and Experience
- A previous work experience with an international organisation would be an asset;
- Proven experience of driving armoured B6 vehicles would be an asset, otherwise a requirement to undertake a training course.

Reporting Line
The Logistics Assistant will be under the direct supervision of Head of Field Office and in coordination with the Chief of General Support Services.
Main Tasks and Responsibilities:
- Perform repairs and maintenance on facilities; offices and warehouse, machines and equipment.
- Perform work in on or more of the maintenance trades: heating, ventilation air conditioning, carpentry, plumbing, painting, machine and equipment repair, electrical, sheet metal fabrication, welding
- Conduct preventive routine, periodic, or special inspections to determine repair and maintenance work necessary to prevent breakdowns of facilities, machinery and equipment.
- Support and coordinate the daily work schedule of a maintenance team composed of 5 to / staff (incl. skilled technician, cleaning staff, gardeners)
- Submit reports to the line managers
- Working schedule is day shift with flexibility to respond to urgent needs. May be required to work on shift during Friday and/or Saturday as required due to maintenance requirements
- Must be ready to work both indoors and outdoors under extreme conditions. Capacity to load heavy equipment as required with adequate tools
Essential Qualifications and Experience
- High school or technical education required (or equivalent) in either one of the relevant areas of function (maintenance trades)
- 5 years overall experience, minimum 3 years as technician and/or building maintenance, and team supervisor experience, relate experience includes skill and knowledge of painting, HVAC, carpentry, plumbing, masonry and electrical equipment.
Desirable Qualifications and Experience
- Facility maintenance experience, working in building/real estate companies/international organisation preferred

LM013 – LM014 Procurement Assistant
(2 positions)

The Procurement Assistant will be under the direct supervision of the Chief of Procurement or his/her substitute and will report to this chain of command. As part of the Procurement Unit, s/he will support the department and will contribute to the efficient and effective running of assigned tasks.
Main Tasks
- Provide a wide range of administrative and executive support to the Procurement Unit and to be able to perform these tasks independently or with little supervision;
- Support the Requesting Unit during Market Surveys;
- Keep track, register and archive all documentation generated at all stages of the Procurement process and of the contract implementation;
- Maintain good order in the Procurement Section Archives and take care of their preservation;
- Perform the duties of Secretary as part of formal Procurement Evaluation Committees, including the drafting in English of the relevant documentation as detailed in the PRAG annexes;
- Performs and carries any other tasks and duties required or requested by her/his line manager.
Specific assignments:
- Advise Project Managers on Procurement Rules and Procedures, in order to ensure compliance with procurement and mission best practice, regulations and policies;
- Preparation and drafting of all procurement documentation related to Procurement Procedures (including Requests for Quotation, Negotiation Reports and Purchase Orders amongst the others).
Essential Qualifications and Experience
- A professional qualification in Law, Public Administration, Business Administration, Purchasing & Supply management, Finance, Accounting or equivalent would be an asset;
- Equivalent combination of education, training and practical experience of minimum 2 years, preferably with a substantial part of it in procurement related tasks;
- A previous work experience with an international organisation would be an asset;
