“What are the qualities that in your opinion make a leader? Asked on December 11th EUCAP Nestor Senior Police Advisor Peter Markus, addressing a perceptive audience of Puntland Security Officers on “Leadership”.
Hands went up: “Care-taking”, “honesty”, “strength”, “power”, “influence”. Answers reminding the international actors engaging in Somalia, as well as their local counterparts – sixty Puntland Security Sector Officers – thirty from the police and thirty from the custodial service – that certain values are universal. The trainees – age groups ranging from 20s to 50s – came from all over Puntland. Among them were thirteen female students.
The “Judiciary protection training for Puntland Law Enforcement Personnel” was organized in Garowe by UNDP – United Nations Development Program – civilian police project and ended on December 17th. With EUCAP Nestor, also UNMAS – United Nations Mine Action Service – UNSOM – United Nations Assistance Mission in Somalia and UNODC – United Nations Office on Drugs and Crime – took part in the two weeks event, held at the Puntland Custodial Academy.
EUCAP Nestor mission Security Officer Vassilios Bampatsias lectured Puntland Officers on the “Cycle of the attack” articulating – among other – about the sequence of actions that can be observed before an attack actually does take place.
Strengthening maritime security capacities as per EUCAP Nestor’s mandate is strongly linked to a functioning law enforcement system on land as pirates once arrested by Coast Guard, Maritime Police or other law enforcement bodies, need to have a fair trial and be prisoned if deemed guilty. For that EUCAP Nestor cooperates closely with UN and other International Organisations working on the Rule of Law in Somalia and participates with different subjects such as ‘leadership’ and ‘Human Rights’ in training courses for Law enforcement personnel and custodial officers.
Getting back to the contributions of his Somali students to the class, Peter Markus said in his conclusive remarks: “Even if we live thousands of miles apart we do look for the same characteristics in our leaders, as they are universal human requirements. We are all leaders at our own level, in our family, in our society or at work. Leadership is not far away, it is part of our everyday life.
Leadership is about communicating which way you intend to go with your group”. The clapping from the Puntland audience and their orderly yet very attentive participation looked like a full endorsement of the EUCAP Nestor teaching, as well as value sharing.
EUCAP Nestor is a civilian EU mission, under the auspices of the Common Security and Defence Policy, which assists host countries in the Horn of Africa and Western Indian Ocean region in strengthening their capacity to ensure maritime security and in particular to fight piracy.
