Somali Police Force (SPF) operates in challenging context but are determined to ensure security and protect Somali citizens across the country.
According to its Strategic Plan, transformation to a modern police organisation with different levels of interaction, SPF needs to re-organize its structure and functions to meet better its everyday activities and operations, but also to establish ways of communication among its ranks.
How international organisations can support SPF in building these capacities?
EUCAP Somalia developed a tailored training cycle which will increase SPF capacities in organizational management and leadership for Control, Command and Communication (C3).
The implementation of the C3 would allow SPF to bring unity in direction but also enhance teambuilding, order’s understanding and subordinate’s empowerment.
To kick-off of the training cycle, one-day workshop for Banadir Police Division of Mogadishu focused on Basic Operational Management Structures, was held in the Somali capital in presence of SPF Commander, EUCAP Head of Mission and some 30 participants.
This first session aimed at promoting reflection on strategic planning which will guide SPF towards the achievement of their objectives. Other sessions focusing on operational structures, crisis management, orders, staff organisation and scenarios will follow, and will be spread over upcoming months to allow SPF to continue operating on the ground without disruptions.
Participants’ first reactions highlighted the importance of the training for the implementation of the C3 to manage all types of incidents and to establish connections among police stations and check points across Mogadishu.
By supporting SPF in implementing the C3, EUCAP Somalia supports them in creating an organization that can timely handle operational challenges within complex situations.
